More the number of back links a website has, the better its importance is and the better page rank it will have. But remember that the quality of the back links is as important as the quality. Defining Quality
The website where you place a back link needs to have content that is relevant to the content on your website.
For example, if your website is about SEO and you place a back link on a website that has content about cakes, then that would not be very realistic, but it will still be considered as a backlink. If you receive three back links from other websites that are related to SEO, then those links are considered to be more relevant and will fetch you a better page rank.
Links Farms
Lately, there has been a surge in webmasters who are trying to achieve a higher page rank by hook or by crook. Link farms are a prime example of this. Will linking to link farms result in a permanent ban from Google? The answer would be NO. It will not be fair for webmaster, should their competitors signed their website up for link farms. Logical? But still I will not suggest the use of link farms nowadays, since these links aren't consider as backlinks.
